Engineering change (GitHub Issues)

The engineering-change definition pack tracks work from GitHub Issues through review and completion.

Story

1. Create an operational case for an engineering change.
2. Reference the case id in a GitHub Issue (case: <uuid>).
3. Ingest issues and issue_comment events for discussion evidence.
4. Link PR merge / review / CI events for change evidence.

.kiket/workflows/engineering-change.yaml — states: intake → in_progress → review → done.

Expected findings

Missing GitHub issue evidence before completion triggers missing_evidence checks when the process requires linked issue records.
